I was exactly like you.
Trouble is, you can't start a business that will be successful without a fair dollop of cash.
I went back into education (part time, studying for a degree), built up a few grand of savings (several part time jobs) - I now run my own successful business.
You can't be grumpy, or just work when you feel like. Been there, got the tshirt.

Pull your finger out and go and look for some work. Contrary to popular belief you really don't need anything in this world to earn a few quid. Hell I don't even think I bothered to finish my a-levels and I have found work, easily.

You really want a job? Walk in to loads of places and sell yourself. It will not come to you.
Go to McDonalds and ask for a job. Work your ass off with a can do attitude and you will succeed. Expect a £20k a year job to fall into your lap when you don't even know what you have a qualification in and you are going to fall flat on your arse every time.
Rule 1: Be prepared to work hard. Be prepared to say yes when you mean no to overtime/s
