Helping a mate with some feedback

A mate of mine's just come back from doing some work out in Africa and is struggling to get his foot in the door with interviews. He asked me to critique his CV but I'm not familiar with what's required/relevant on an IT-related CV. He's said it's ok to post a redacted version up here; would anyone with an IT background/experience be able to give some feedback for him?
From what I can see, his CV looks ok but I think his covering letter looks a little too in-depth and wordy:

A keen, well motivated Computer Science Graduate, with 6 years technical and 4 years academic experience in

I have currently been working on a short term contract for <a Digital Marketing Agency> redesigning the infrastructure of 15 servers including expansion of the server room, and preparing to outsource a large part of the infrastructure to a data centre in order to increase availability and bandwidth for external clients and reduce risks and points of failure.
I have recently finished working as IT Manager for <An Investment Company>, who have now ceased trading. I was responsible for all IT planning, maintenance and budgeting across multiple offices based in Cardiff, Bath and London as well as offices based in South Africa, Malawi and Sierra Leone.
Whilst working for <An Investment Company> my main technical accomplishment was upgrading the basic single server, single office infrastructure to a load balanced multi-server set up; including Windows 2003, Debian Linux and VMWare ESX Virtual server. It seems he likes to jump ship a lot, maybe that is putting companies off considering him? He does seem qualified but I would question his loyalty if I was looking through that.

I'd suggest he positions himself as a 'degree educated IT Manager' in the personal summary instead of a 'Computer Science Graduate'. 'Graduate' has an entry-level ring to it in this context and may cause people who are looking to recruit managers to switch off at that point.
Also, he might consider moving the management-type skills (planning, budgeting) nearer the top of each list of bullets to make him look more 'rounded'.

Shorten the covering letter, talk about accomplishments in the interview. Remember that it will most likely be read by a none technical person in the first instance.
If he had a volunteer role in Africa that is relevant then include it as a job on the CV.
It does look a bit job hopper like, but if they are contract roles that is ok, though it should say this if that's the case.
My other concern would be that it lacks focus. A red flag for me when I was doing IT recruitment were people who said they could do anything, or were experts at everything, and who said they would be just as happy on a Unix network as an MS one. Is he an MS Networks, CISCO, Unix network guy or a technical support guy? With a bit of data recovery thrown in for good measure, and a budding architect too. Obviously most network engineers are aware of the different systems and have worked with most of them, but having a strong focus is usually better.
Again I would put this in the covering letter. Something like I am an MS Networks Engineer, with a strong background in network support and I am keen to develop my career towards...

This is my now altered/rejigged CV and the covering letter will be cut down as Steven suggested.

I would still trim the key skills down a bit. The first question I would ask is "what is your number one skill?"
Perhaps break it down into 3 really key skills (which is what you will be hired for) and other packages/technologies you are familiar with, which can be a bonus. I would suggest MS Networks, CISCO (if you have the tickets? It's not entirely clear) and client/supplier liaison, but you know yourself best.

Unfortunately from my experience the way most crap or new IT recruiters work these days is to keyword search your CV for terms that are on the job spec. If it's on the jobspec, but not listed on the CV, even something as basic as having used windows7 or macOSX they'll skip over it. So I pretty much have to keyword spam all hardware, software and protocols I have used/managed/implemented.
If I could avoid these recruiters I would, but they have the access to a job I want. It is a shame, but the best recruiters/agencies don't always have the best jobs.

You can post a CV like this to job websites to allow the keyword searches to find you, but when contacted by the agent give him a copy that crearly highlights your key skills for that particular role.If I could avoid these recruiters I would, but they have the access to a job I want. Pretty much every CV I send off has a slightly different emphasis based on the role applied for.
Employers or clients like a range of skills, but they must be assured that you have the depth of skills in the particular discipline they require.
