Is this the IT recruitment phishing thing?

Had this request from an agent who has called me about a role. Never been asked for this before...

In order for us to comply with the ‘Conduct of Employment Agencies and Employment Businesses Regulations 2003’ you must provide me with the following essential information;
* Confirmation of your identity and home address (i.e. a photocopy of your passport and a utility bill or similar)
* Confirmation of right to work in the United Kingdom in accordance with the requirements of the Asylum and Immigration Act 1996 (not needed if British Passport)
* Copies of qualification certificates (academic and employment/relevant)
* A minimum of 2 References covering the last 2 years (This can include a personal reference from an unrelated individual)

If you're just a temp working through a temping agency then they are required to show that they aren't employing ilegal immigrants. The need to be able to show documentry evidence to prove this, hence some that aren't used to playign with placing Ltd companies with clients can't cope outside their standard box ticking regime.

All firms for at least the last five years have to ensure that you are legally permitted to work in this country.
I had to produce my passport last time i went into a permanent role (5 years ago) and also had to do the same with a recruitment consultant (Hays) when i had a sniff around a couple of years ago.

Have you had an interview with them? Sounds a bit odd to me. I've never heard of the regulation they cite, but that isn't conclusive.
Passport or something to show you are entitled to work in the UK is fairly standard, though again I'm not familiar with the regulation.
References would typically only be given at the stage where you are going to engage with a client through that agency. Not a cast iron rule, sometimes references can be taken before, but I would always be a bit dubious about giving out the contact details of my referees before I have something solid on the table.
Sounds a bit suspect to me.

19. Neither an agency nor an employment business may introduce or supply a work-seeker to a hirer unless it has obtained confirmation -
(a) of the identity of the work-seeker;
(b) that the work-seeker has the experience, training, qualifications and any authorisation which the hirer considers are necessary, or which are required by law or by any professional body, to work in the position which the hirer seeks to fill; and
(c) that the work-seeker is willing to work in the position which the hirer seeks to fill.
I am always happy to provide refence contacts etc at the interview. NOT before, to stop my referees being annoyed

I suspect they want the references... I sometimes get this and ring up and ask why? get fobbed off and offer them the company I have been working at currently and last one... They then query why none are the current Financial Services... well they do after they rin up the current company and I answer as the boss to a suprised pleb... then get all shirty and demand 2 in the financial services and the njob suddenly is no longer there when I push furhter as it has been taken...
