Royal Wedding Bank Holiday - day in lieu? Or nothing at all?

Not sure if anyone has brought this up before on here but my current place of work isn't having the 29th off as a bank holiday and isn't giving us anything else in lieu either. I don't know what the legal requirements are regarding companies and bank holidays - do they have to honour them in some form (e.g. day in lieu) or is it just a case of being the done thing and there isn't actually any binding requirement?
I'm not really that bothered although an extra day off in the sun to work on the car would be nice. The people its really annoyed is the shop floor but they typically go about things backwards grumble about things to themselves until it reaches boiling point and don't express their feelings to management, who are about as emotive and empathic as an Audi A4 TDI tailgating with lights on full beam.
Last thing like this ended up in carry-on style strike action.
If there is no legal requirement then its easy to agree with management and that's the end of that. If there is a legal requirement of some sort then I'd side with shopfloor and probably advise management that they really should look at the small print.
