I believe the OP is talking about the main instrument display on the LCI, which changes according to which mode is chosen (Comfort, Normal, Sport, etc), similar to this: https://www.youtube.com/watch?v=UE1FRUG4Ozo

I don't think there is a why, other than BMW M decided they didn't want it, sometimes the M cars don't get the same LCI as the standard cars.
IIRC the LCI on the 3 series e46 wasn't given to the M3 they did some stuff but not the restyled front lights and then added a few M LCI bits like the strut brace etc..

Although it does look quite funky, i don't believe that feature is on any F10 or in fact any model in the BMW range other than the new 7 Series. Not sure i'd want it on my M5 but i can see the attraction. Still amazes me the M5 has the Efficiency feature within the iDrive, although it doesn't really do anything & i guess is only there to cheer Brussels upMaybe this is not available on the F10 M5 LCI?
