Friend of mine in Tokyo (!) has just found the document wallet with service history / etc.

Depending on how much work you are prepared to do, if you fill in a V888 form and return it to DVLA (with a valid reason for wanting to know) they will provide you with the current owner's contact details.

I have done this to obtain the previous owners' details of one of my cars, and they accepted something along the lines of "I have just purchased this car and I wish to confirm the mileage and service history with the previous owners" as a valid reason.
