D3 Alpina Bi turbo down on power EGR delet and swirl flaps

Well i've done circa 7k miles in my D3 since buying it last April .
The car has never felt as quick i think it should be given the claimed 211 BHP and 450 Nm spec and hence i'm waiting to get the car booked in for a DPF terra clean session, EGR delete and also get the lack of perfomance investigated further.
I did also note the rev counter has a red line that shows 5K rpm and when started changes to 4750. I assume that one warm the red line should change to 5K but this doesn't happen. Any thoughts from other D3 owners. There is nothing in the Alpina supplement about the rev counter
I have also looked at the vacuum lines and cant find any obvious leaks

Well compared to my 170 bhp gtd it should feel at last as quick. The fact the red line limit doesn't increase when warm indicates something wrong.
Trying to get decent advice without writing a blank cheque isn't easy. One garage asked the mileage and then diagnosed it was the turbo's that needed replacing with out even lifting the bonnet or plugging it in or asking the symptoms
