Paint lacquer peeling away

Any idea if this sort of problem should be covered by the fact I only bought my mk3 (2nd hand) under 3 months ago from a dealership? Been for a huge drive around Europe since getting the car (3,800 miles) but after I got back I noticed after it'd been washed a couple of times the lacquer on the bumper over the wheel arches is starting to peel away. As I understand it this means the only proper way of solving the problem is to have the full bumper stripped and resprayed which is going to cost somewhere in the region of £240.
Any help would be appreciated
