... but can I adjust the steering wheel on my Mk1 MX5 to go up and down?

With the current position the wheel is in my lap and I can't see the dials that clearly and I can't find a lever to adjust..

I have this problem as I have a tiny momo wheel, which I love btw! I cant see speedo over 50mph & mid revs. You could swap out for a larger wheel. My workaround is to have the seat angle in a slightly laid back stance. This is fine for daily driving, but if I want to throw the car about a bit I like a pretty upright seat for better control/support. I've got used to it & happily live with this comprimise.

I've also got a small momo wheel.

Whilst playing in a deserted frosty carpark I ended up punching myself quite hard in the thigh during some frantic wheel-twirling!

Best I just get used to driving with legs akimbo then.
