Pop up lights now working correctly

Pop up lights NOT working correctly.
I have had a issue with my lights for a while. They flash and raise on the stalk ok but do not lower back into the closed position. to lower them I have to press the button on the dash. Not a major headache and I could live with that.
Now all of a sudden they have a mind of their own. They raise off the button ok but when turned on from the light stalk they rise up fully but settle only about 2inches from the lowered position. As i found out last night this does not produce much light.
I have checked the connections for corrosion, and tried taking the light arm that connects the to motor to raise and lower the lights and re set in in the up position when the light should be up, and the low position and they just go haywire. There is either something I am missing here or something is broke somewhere.
I have tried looking to see if someone has fitted the flash to pass modification as the lights do raise when flashed but its not in the normal location within the housing behind the steering wheel. I figured if this modification has been installed it may be defective and if removed may cure my issues.
Has anyone got any ideas as at the moment I cannot really drive the car in the dark.
