Caliper needs to come off first.
The actual discs are not mechanically fixed to the hub though - once the calipers off the only thing holding them on will be a few years worth of grot and corrosion.
You can either give the disc a twonk with a mallet, or alterntively there is a threaded hold through the face of the disc, about M6 I think.
Rummage around, find a suitably sized bolt or machine screw, and tighten it up through the hole - which 'cracks' the disc off the hub. And then it falls off onto your toes.
