watch case refurb

I've got a couple of vintage watches that have had their cases polished and the original starburst finish removed.

Does anyone have any recommendations as to who would be able to refurb these watches and reinstate the original finish?

I think it was just his polite way of saying he doesn't want to do the work for whatever reason

I had heard that he only wants to refurb cases on watches which he has serviced.
