When Creation mark a watch as 'not available for sale', but also mark it as being in stock and have reviews from British buyers, are the watches actually available to buy, or not?

There’s no Add To Cart button so you can’t buy it regardless. I always assumed it was actually out of stock.

There is if you turn on your VPN and change the locale to 'Asia'. I hadn't noticed the lack of an 'add to cart' button after a long day and that helped, so thank you.
