Anything deliberately matching from the same brand, whether head to toe Adidas, or Porsche watch, sunglasses and car, is naff. At the very least it shows a lack of imagination.
You can tell I'm conflicted / confused - that's what happens when you're bored rigid waiting in A&E, doomscrolling...

If you are dressed correctly (which I assume would be the case if cufflinks are being considered) very few people will see your watch and cufflinks in conjunction for long enough to even notice.

I think as a gift, they’d be well received and not considered to be naff.
However, as always with gifts, it’s the thought of the giver that is more valuable than the gift itself.
So, if I (as someone who doesn’t like cufflinks and only wears them with my dinner jacket a couple of times a year) received some watch branded cufflinks, I’d be grateful and would wear them now and again, while thinking fondly of whoever gave them to me.
But I’d never buy cufflinks to match my watch - I’d regard it as naff. And, although I’m not a Rolex owner/wearer, the idea of of buying oneself matching Rolex accessories would be super cringe to me (although 100% on brand….).
Not a helpful answer, I admit. OP only you know your friend/proposed recipient and the sort of tastes they have..!
