That's fairly standard with large fighter orders, as the article points out the Hawk and Jaguar were done in the same way. The majority of the components, which make up the majority of the cost will still come from the regular supply chain. Also the Indian line is likely to be contractually forbidden from exporting and will probably be more expensive than the European lines anyway.
