Woodford, is the runway still used?

Passed the runway this AM on the train and a RR Phantom was parked up as if waiting for something.Given the distance from the buildings it seemed odd as I haven't seen any activity for sometime.

It's certainly not been used by aircraft for ages now. It's going to be developed in the near future and is in the early stages of public consultation over the plans, so perhaps the RR was involved in that and perhaps belongs to one of the Bamford family - of JCB fame - who own the site.
