A319 over Norfolk, seems to be in some sort of pattern. Not a commercial aircraft I dont think

ETA - SMBC Aviation Capital aircraft so may well be commercial. Currently at 38000ft

I suspect if it were in any kind of trouble it would have squawked 7700 and be in a smaller and lower holding pattern near a specific airport. More likely some kind of planned (albeit unusual) activity taking place.

Flight Level 380 and Squawking 6060, in what appears to be a large race-track pattern. IIRC that is a London Mil Squawk.

Possibly it's acting as a radar target for a Mil Ex.
