IIRC it was somewhere on a C-130. Looks like something to inject...something...into an exhaust, but I can't remember where on the aircraft it was.

We used to call that the hedgehog, for obvious reasons. It's part of the air conditioning system. It blasts air out, thus drawing cooling air across a heat exchanger in the cargo bay air con pack. The aperture is just forward of the RH undercarriage bay.
