I believe it was a P8 Poseidon.

It was an RC-135.

ETA: There was however a similar incident with a P-8 over the Kamchatka Peninsula reported very recently too.

Maybe some form of non-lethal retaliation is needed.....like chaff canisters filled with paint fired so the Russian aircraft flies through the paint cloud and returns to base covered in pretty colours

It does amaze me that the US accuse the Russians of aggression when the US are camped off their coastline. Had it been in the Mid-Atlantic or near the US coast I can understand, but you cant expect to put military assets near someone else's water and not expect some company.

Just painted a different colour on the inside. I think the ones on the other wing will be black too if you looked at it from the other wing.

Key point of that link:

"The Cobra Ball monitors missile-associated signals and tracks missiles during boost and re-entry phases to provide reconnaissance for treaty verification"

So the plane has every right to be where it was.

That is an extrapolation, depending on what the treaty mentions as valid means of verification, this may or may not be valid, and depending on previous deployments of those aircraft, this might have been an unusual move anyway.
