Reading the article, I think the most likely cause of the radiation is the Russians clearing up their own Nuclear waste, and accidently releasing some, with the US trying to confirm that it was an accidental release.Good spot.

Various theories for the iodine source include old nuke waste, abandoned nuke subs, nuke sub accident, clandestine nuke test, nuke plant blowoff, permafrost melting nuke plant or equipment foundations, and decommissioned nuclear medical equipment.

I dont think a release from abandoned waste or an inactive reactor is likely, Iodine 131 has a half-life of roughly 8 days, but is a significant product from both Uranium and Plutonium based fission, so significant traces of I-131 suggest that something fissioned u-235 or Pu-239 in the last few weeks.

Surely a bomb test would have had the seismics / heat visible on satellite.
Power station? Full of civilians. How do you keep it quiet in the time of the net / constant comms?
My bet is iodine plant. How else is it just the 1 isotope of 1 thing, not lots of em? Been a few years since my masters but from memory fission is more like a free radical reaction - what you get is dependant on particle contact, not the path of least energy..

an iodine plant wouldnt produce radioactive isotopes, unless it used fission to make their product, making it a nuclear reactor, and youd still expect other isotopes as well, considering I-131 is only ~5% of the products of uranium/plutonium fission.Power station?
