So a week ago the last train for Brighton was cancelled and they just pulled the shutters closed, so today as a guard was passing I mentioned the terrible service in the SE and the guard just said they must supply a bus or get a taxi ? Is this true

Yep!
Train broke down at Shrewsbury, taxis were supplied for every one on board.
Mind you it did take two and half hours to get to my destination, over an hour longer than the train.
It didn't help that the taxi driver didn't seem to have a clue where he was going, despite a sat nav!

Can anyone provide a source for this?

An activist friend has had to stop going to London during the week because she can't get back home due to the constant failings by Southern Fail.

If you already hold a ticket then they should make arrangements to get you to your destination whether that's a taxi or a hotel room and validate your ticket for travel for next day travel if a hotel is organised.

Now this is fine if you find a member of staff to sort it out for you, but if the station is unmanned and the last train in cancelled then you can claim afterwards for REASONABLE expenses. (That is, booking a Travelodge instead of the Ritz, etc ) you must mitigate your costs where possible and you must keep receipts and tickets and send them in to the relevant TOC customer services dept. (Scans maybe fine, different TOCs act differently).

If you don't hold a ticket (that is, you intended to rock up to the station a few minutes prior to final departure and purchase a ticket only to find the last train cancelled) then you is fked and on your own smile

Its unusual for a last train to be cancelled without a bus replacement service laid on, this is because train companies have an obligation to get you home on the last train!

You obviously haven’t used the Cotswold line from Worcester to London Paddington then. biggrin
