i was just watching this and they had a short piece on the inter island ferries.
I was surprised to see the ferry coming into port with the bow doors open.
They obviously have short memories about the Herald of Free Enterprise disaster.
I know the ferry shown was a lot smaller but its still a car ferry all be it with a open air car deck. If there was a swell you would still end up with lots a free moving water on deck.
The weather in the clip was good with calm seas but it still seemed bad practice and also showing it on tv.

I think the difference here is that someone made the judgement that weather conditions allowed it where as your example clearly should have had the doors shut but someone failed to do it and, seemingly, the bridge had no way of knowing if it was open or closed.
