Bit random but where might I find the rules about a mass balloon launch, it’s a project for a school to see how far they can go, furthest wins etc

I'm not convinced a mass littering event is a particularly good lesson for the pupils.

The CAA are usually very accommodating provided you get the form in 28 days in advance of the event. I used to do a lot of work with big lasers and search lights and never had an issues. I found that particular branch of the CAA great to work with and very helpful.

Please explore them. I am fed up of picking up dead seabirds on the beach here (on the East coast) that have been wrapped up in or ingested balloons that have been released across the country.

It is simple littering I'm afraid and as bad as emptying out the contents of your car at the side of the road.

Find some other way of teaching them about the movement of air.

Search "Balloonfest 86" for what can go wrong, although I take it your not planning on releasing 1.5 million balloons?

That was a particularly unlucky day for search and rescue if its the one in the US you refer to.
