Not sure if I am reading this correctly, but it seems they have sought help from Airbus due to problems with the Tanker contract (the one they lost and then bhed about, and then "won")

Surely this is Lockheed and Airbus seeing an opportunity to wade in if\when Boeing fail to deliver on KC-X?

You're right, I mis-read it, I assumed that they would offer the A330 if they could not supply the airframes. My bad.
