Navy Hawk crash?

I watched the emergency on FR24. When I started looking he was declaring an emergency at about 6000ft right over RAF Culdrose. I wonder why he didn't just circle and land? Perhaps he still had some thrust at that point but you think you'd just get it down (obviously I'm not an expert and the AAIB will tell us what happened eventually).

Too great a risk of dropping it on someone or putting the runway out of use. Much better to point it at the ocean and hope you make it, at 6000ft, a Hawk won’t glide that far.... I’ve seen “flame out” scenarios on the simulator and it’s not like gliding a 737 into the Hudson Riverhttps://aviation-safety.net/wikibase/249115

Great example of an immediate response to a power loss situation - trade speed for height.
