Seems like an environmental own goal to me:
"the NGOs said could cause “incalculable” damage to marine life and coastal communities."

"Last year, Brazil authorised Turkish firm Sok Denizcilik to dismantle the São Paulo for scrap metal. But in August, just as a tugboat was about to tow it into the Mediterranean Sea, Turkish environmental authorities blocked the plan."

Asbestos is a naturally occurring mineral which causes respiratory problems when airborne, not sure what damage it can do 5000m under the sea. Probably safer there than dismantled on an Indian coastline.

I'd agree with that - less sure about the heavy metals

Incalculably small they mean.

Aircraft carriers are big, the oceans are huuuuuuge. I'm not condoning what Brazil have done necessarily, but the wider environmental effects will be minimal. From PR point of view this was a bad move, but at least they didn't just dump it in a layby. Standard outrage from the ill-informed.

While I'm sure it's not doing much harm at the bottom of the sea in the scheme of things, it does seem crazy that it cannot be (profitably) recycled.

Odd that they didn't superglue themselves to it. Maybe they thought they'd get death instead of a cup of tea, a nice bit of UK motorway being much safer.
