Speed camera type things next to railway lines.

I travel in to London every day from Winchester on the train. I've noticed that inside electrical installation compunds by railway lines and stations, there are yellow Gatso type camers pointing at the big power transformers.
Looking fairly closely at the one at the station it seems to be just like a Gatso with a flash and everything.
There are loads of them around now, what on earth are they for???? I'll try and post a pic of one at some point.
