how to make really good batter?

I want to do this type of batter with king prawns.
I have done a quick lookup and nothing seems to come close to this on any recipes I look at, so please help.
The frying will be done in a smoking hot wok.
I have:
eggs
flour
tempura breadcrumbs (back up just in case)
milk
prawns
etc...
I have viewed a few things on the net and like I say, following a normal batter recipe doesn't come close, even the double batter method don't look correct.
No I don't have a deep fat fryer as I don't fry much but I just want to kind of make it similar.

Batter recipe for sweet and sour chicken balls from "The Takeaway Secret":
120g plain flour
120g cornflour
1/2 tbsp baking powder
1/2 tbsp bicarbinate of soda
1/2 tbsp sugar
220ml water
Combine together and whisk.
As above, substituting the water with carbonated water (straight from the fridge) makes it even better.
