In my substantial pub-going experience I've never seen a 2/3 pint glass, nor anybody drinking from one. Does anyone know places that actually do it?

As draught beer can be sold in 1/3 of a pint, 1/2 a pint or multiples thereof there wouldn't need to be a change in the law to sell 2/3 pint surely?

a euro .4 litre or a dutch 'vaasje' of about .3 or .33 is a much better quantity for most pils-style beers that will go flat - as long as your bar staff are supplying new ones at a decent rate

here in Düsseldorf, the local beer, Alt is served in .2 litres
