Food hygiene rating of 4.... What does it mean exactly?

AFAIK my sister in law's nursery got a "4" instead of "5" because they use kitchen roll to clean up spills instead of specific blue roll..

Pfft, I regularly eat at takeaways with a rating of 1, I've eaten from places with a 0 rating before too without any issues.

I suspect that the corporate places that get 5 out of 5 (such as office canteens and chain restaurants) mainly do so because they can whip out a folder of process documentation when the inspector calls rather than being any cleaner than a '4 star' establishment that might actually be concentrating on the quality of food rather than the brand of worktop polish.

We got reduced from a 5 to a 4 for lacking anti smash window film on the kitchen window...

It's a system that's 'arbitrary' at best - look at the hassle Ruth Watson (The Hotel Inspector) has at her restaurant after the EHO Inspector was having a bad day...
