This month in Chicken refrigeration Magazine, there's an article on, er, refrigerating chicken.
The picture in said article has multiple alarm bells going off in my head. Am I overreacting, or will everyone within a 4m radius of this fridge die of campylobacter poisoning? That's cooked chicken on top of cooked (fried) chicken on top or raw chicken in an open pack.

Your post is relevant but hardly the most important observation.
Those tomatoes look to be out of date and quite frankly I'm horrified.
Tomatoes are a lovely source of vitamins and a tasty treat to boot. They deserve much better than to be thrown away because an arrogant consumer buys them without adequate plans for their usage.
They deserve better

Aslong as everything is cooked / reheated past 75 degrees C it should be fine.Although it's not good practice and I wouldn't advocate this.

Yeah its not so good but I would suspect better than a lot of domestic fridges.
And... technically there's actually little wrong with it when you look closely. Cooked food above raw (albeit sitting on it!) Everything is wrapped and anything beneath the chicken that could be dripped on (difficult when the chicken is wrapped) is either wrapped itself or will be cooked before eating.
Where the danger would be is if the bottom of the plates the cooked food is on came into contact with the chicken, this was then handled by someone who then did not wash their hands.
My concern about the photo is that if someone thinks that its okay to store food in that way they obviously have no idea about food borne illness or cross contamination. Therefore they would not have the knowledge to mitigate the potential dangers of doing so.
