I did a quick Google and Darlington has a few places. My personal best was one at midday, one at around 5pm and another absolutely pleastered after the pub so I'd say anytime is permitted

As for parmos, The Ship at Redmarshall is the place to go.
It's a 15 minute or so drive from Darlington towards Stockton, but well worth it.
