How to control a Rayburn?

New house, with an oldish (20 years plus?) oil fired Rayburn.
How do I control the heat? I know there’s a knob going from 1-6, but even on ‘1’, the oven is showing ‘bake’. Equally, even if I turn the thing up to max, it won’t boil cold water.
Fortunately (powerful director etc) there is an induction hob and normal oven in the utility, but tips welcome. I assume the ‘1-6’ just restricts or opens the oil flow, but it seems to run too hot on ‘1’. Serviced (apparently for the first time since installation) 3 weeks ago.

I had one but could never make it work usefully. It was essentially a ruinously expensive to run towel dryer so I got rid of it.
You have to have a different mindset. Want tea in the morning? Put a kettle on the hob overnight and it might be ready for when you get up. Baking a casserole? Two-three days should get it cooked.
