depends of the source and cut of meat..

I wouldn't eat it that rare from a supermarket but a proper butcher yes if it was a sirlion/filet/rib eye

No. Looks disgusting.

It needs to be at least browned on the outside to have the 'roast meat' flavours.

Also I don't see a lot of meaty juice on the plate.
