My acoustic has developed an annoying buzz on the D string at the 7th fret. Actually, I think more of the strings were affected previously, I've since changed strings for a lighter gauge for unrelated reasons, and it is now just the D.

Likely to be easily fixed?

Recommendations for a luthier near Swindon?

That sounds a bit odd. Generally lighter strings will buzz more until you set the guitar up, because of the lower tension.

Any decent guitar shop will be able to do a setup for you and recommend refretting if it's needed.
