Nope, that's not it...really struggling here. Literally going through every Top Gear tune I can find. I thought it could be Ludovico Einaudi but sadly no, although one of his pieces starts in a very similar way....

Don't remember that music ever being on Top Gear. You're possibly confusing it with Craig Armstrong (Plunkett and Macleane soundtrack) which they used a lot.
