Hey Woody...
I ran the Tunbridge Wells All Circuit champ last year and the start of this in a standard Clio 172 Cup with 135k miles bought for £1900 quid.
Top 10 OA at a wet Goodwood, Class win in 9 from 11 starts last year and 6 from 6 this. This was in the up to 2l standard Prod car class.
Can recommend it highly enough.

Does it need to be n/a and 2wd? Otherwise surely an impreza.
A standard Imprezza?
He'd be against more potent machinery in an Imprezza as he'd be placed in the over 2 litre class..
Think 911s etc

The key thing if you want to be competitive is look closely at the class structure at the events you will do and decide from there. 4wd cars can have their own class so a standard Scooby will not do well, also a turbo will have a loading put on it so will move up the classes.
Clios can run well although not in ASWMC events as they don't suit the regs so well for example. I notice from your location BARC Midlands is probably your nearest club.

You could buy an MG ZR for less than a grand and run it in the MGCC Speed series. There's a proper road going standard class, so very few changes needed to make it competitive. Goes to all the best venues nationwide.
Or a 106 rallye (S1) or AX GT would always be competitive in the sub 1400cc road going class.
