If I remember right there's a small ally tube in it. Get the biggest drill you can up the hole and just turn it by hand (Don't put the drill in a power tool) to cut a hole though the rubber.

As Clive said the fitting is moulded into the rubber and designed so you can choose if you want to use it. Just cut/drill through the rubber.
You would then run the pipe down to just below the chassis rail. Some IVA inspectors may want to see a roll-over valve fitted in this vent line which is a bummer as you need 2 and they aren't cheap.

I looked into OEM ford ARV's but they are typically around £50.00 each.

OK.. I spoke to Richard at the factory and he said they do open up the hole and just run a hose exiting out underneath the chassis and that's it! No need for valves or anything else to meet IVA requirements.
...and he is sending me the latest build CD, but he is not sure if it is on their either!!!
One though I had was that we maybe should route the exit away from just in front of the rear tyres - otherwise it could be a rather exciting ride pulling out of the petrol station if you have overfilled!

To clarify to current builders, the latest all aluminium style fuel funnels supplied by us in our fuel tank kits for over 12months now which have replaced the older rubber style fuel funnels don't require drilling out as they are an updated design.
Both types work fine with no faults.

I am told there is a reason why Ultima cannot supply the rubber hose...
I understand that someone saw Richard, in the dead of night, sneaking a whole reel home of this floppy stuff, and apparently there are stange noises coming from that household!
No wonder he smiles most of the time!
