I need to cut the foam in the tank at the bottom of the dip tube, it needs to be about 4"-5" dia. I have bought a scaple as I guess that's going to be the sharpest blade out there, but not being a gynecologist I'm not sure how how to cut the foam from the dip tube hole?
I'm guessing tape the scaple to a rod and try to cut a wedge/conical shape, hoping that the foam is easy to cut?
Any other guidance would be appreciated.

Er, why do you need to cut out the foam?

Fuel pumps were buzzing again, so I'm sinking a pump in the passenger tank feeding a pump in a swirl pot so both pumps are in fuel keeping (relatively) cool. The pump I have has a sock that is horizontal and is about 4-5" long, might see if I can find another sock for it.

Swann and Morton scalpel blade No 36 attached to a scalpel handle and then taped to a length of 12mm dowel.
No 36 is large strong blade which will take some abuse.
