im sure you could make it road worthy but you'd have to rebuild it every 3,000 miles

possibly about twice the price of a fully built Ultima

An engine like this really goes for $150 - $200k? Wow, I would have thought maybe 75k max. Guess I was way off.

Well, I was just estimating. However, this is a cutting edge engine built for LMP1 class prototypes running in the American Le Mans series as well as LMES and Le Mans itself. IIRC, took a team of 28 people to develop it.
