Water heater regulator (shutoff) valve

My water heater shutoff valve doesnt seem to work. Seems to pass hot water no matter what. Even turning the rotor by hand rather than rely on the cable does not shut it off. Has anyone else suffered this?

yep, mine didnt ever really work, so bought another after market one.
