I will soon be getting my 400 block machined.
It will be bored to +.030" and will be decked to 9.00" but therein lies the problem. The engine number is punched on the top face of the block so when it is machined it will no longer have an engine number. How do I get the car registered without it?

Don't mean to sound condescending but all you have to do is re-stamp it, afterwards.

Re stamping it is not a problem just whether it is legal.
Is there a particular age the engine should be? Meaning if it is older/younger than 19?? it is exempt from something like emmision testing or cats.

I think the key date in the UK is 1975 for zero emissions.

If your worried about your block have a word with the factory.

I wrote my number down before it was Machined, and hand Stamped it afterwards.
It Passed SVA.

I think by the time the block comes back from the machine shop I may have forgotten the number.
I suppose I could write it down somewhere but I can't find a pencil.

I would not bother. My engine had the number removed when it was decked I had no idea what the number was. I
just used the casting number on the block for the SVA. No problems.
