A cloth soaked in celly thinners should soften the sealer after a few minutes. Just keep the thinners off the gelcoat finish as it will soften that too. If you have painted the body with two-pack type material, the thinners should not affect this. Just take your time and go at it carefully. (Thinners also stings on cuts so thick rubber gloves might reduce the cursing and swearing). Prior to doing all this it would prob be worthwhile trying to remove as much of the bulk of the sealer as possible with a very sharp stanley or cheese wire type cutter, similar process to the windscreen guys.
Finally, if you know the original sealer manufacturer you could go on their website and download their health and safety docs for the particular product. These documents are normally freely available in line with end-user health and safety regs and usually include a recommended removal product or process.
