What engine are you intending to use? There are various emissions dependent on block age, if you are considering a new engine then you need cats.
Unless you are talking about the MOT test for a built car, in which case your emissions should be on your V5 in note 3 Special Notes on the front page.

Thanks for the welcome, l best leave it to the builder. As far as the dog goes it will smell worse than a cat.
