I had a similar experience 10 years ago, it seems that the police is not really following up on fraud I had a canadian asshole ripping me off 5000 USD and I had his name proof of payment adress but the police (Canadian) did take any action so he could go on with his scams. If you drive too fast or drunken then they show you all the power the law has........I start hating this world.

I agree.
This liar owes me at least £ 8,000 (gearbox, complete clutch,
exhaust headers,...) and even the uncomplete engine received needs huge
modifications to fit the Ultima !

i suggest you get your kit from the factory or recommended suppliers from this forum if you intend doing a custom build..

Well, that's why you have a forum like this one. Get info and recommendations from members here. If you want an Ultima, get to the factory and order from them. If you want something special, then you have to take a risk, but confirmed info from a reliably source is less risky IMO
