Brake balance - first attempt

Hi,

I'm not far from taking my car to its SVA test. One of the last jobs on my list is setting the brake balance. Does anyone have any suggestions on how best to go about getting a reasonable/safe first stab at it?

I have read about Caroll Smith's recommendation about getting the front to just lock then ensuring that the rears can still just turn by hand. Is this reasonable for an Ultima?
