A Large Dole saw but make sure its slightly smaller than what you need. Then some delicate filing with a Half round file... Needs to be a snug fit and not a loose one.

I would advise against the use of a hole saw.
There is a tendency for it to snatch particularly as the polycarb will melt rather than cut. The snatch will most likely shatter the poly.

Chain drill to remove the bulk or use a cutting burr in a Dremel drill.
Make the hole to size using a drum sander.
