Since the STD ultima steering column has an offset to allow collapse on impact, is there a requirement for one of those crush collars to be fitted between steering wheel and shaft, or is it optional for iva?

You will require a crush collar under the wheel for IVA.

The angle in the shaft is to stop the shaft pushing up into the cockpit in a frontal.
The crush collar is to absorb the force of you hitting the wheel.
Both are requirements.

good ones - i am a big guy ask steve and alhtough I have an extended column for Stalks and the crush zone I am still very ok with the protrusion of the steering wheel.
