Quick + easy question for TV enthusiasts

So, the last TV I bought was a few years ago and the latest must-haves at the time were 1080p, 24fps playback and lots of inputs. I ended up with a Panasonic 42 something or other plasma which I still have and love now (couldn't stretch to the Pioneers unfortunately).
Now, I need another TV, about 26"-32" in size and was wondering what are the 'must have's' now? HD obviously, but anything else? I've heard mention of refresh rates and new panel tech I'm unfamiliar with too, IPS or something?
It will be used for HD movies, as a computer monitor as well as TV. Budget around £300-400.
Just a quick list of what people think are either essential, or would future proof myself a little (I know that's nigh on impossible in the tech field but my Panasonic is still more than holding its own for example) would be really useful.

Hazro HZ27WC seems to get good reviews, and seems to be about £430 now. Being a monitor it has a higher resolution 2560x1440.Maybe the money would be better spent on a computer monitor, that panel that is used in Apples display's whose name escapes me now...

One thing we haven't mentioned so far is movies, and there's a reason for that: the HZ27WC doesn't support HDCP, so you won't be able to play Blu-ray discs from your PC on this monitor. You'll be fine with downloaded HD content such as that from iTunes, though.

Damn auto correct. I will check the specs now I have the time, i really only had time to skim read your reply earlier cjs. Thanks for the recommendation. Having read it properly it sounds much more like it. 
The Hazzros seems a little pricey still, despite being a beautiful screen. Still going to keep my eye on them though...
