If you were receiving a satellite signal then very likely.
If you were experiencing the phenomenon with just digital files then again, likely due to the way you are perhaps streaming or the application you are opening it with, or the codecs etc the file is encoded with.
As you are getting it as you are it has to be the Tv. What brand and budget? How are your components connected etc?

Try turning off the unnecessary video processing modes as these can introduce delays in the video relative to the sound. If you are using the built in speakers then there shouldn't be any delay issues, an external amp may have a delay control to help compensate, but only if the sound is ahead of the video.

such as what? ny hard drive is connected directly to the tvThere are processing modes in the TV itself regardless of what you use as a source. These can cause the video to be delayed relative to the sound. Some settings such as frame creation (200Hz etc, type modes), but basically have a look in the TV's 'advanced' menus and see what is switched on in there. IMHO the picture will be more natural with them all turned off anyway, so a bonus to you as it may well resolve your sync issue.
Failing that you may need to do something with the files themselves, but I don't know much about that as I only use discs myself.
